I am an Ilongo by blood but my mother tongue is Cebuano and living in Mindanao. Is Victorias near Bacolod? My relatives are in Ilo-ilo and in Sipalay. I have gone to Sipalay twice though but never seen Victorias City along the way. You are right this is the best time to buy properties because of recession.
